Data Center Planning Cooled in August. Everything Else Sped Up.

The Dodge Momentum Index fell 0.4 percent in August to a reading of 282.0, and Dodge Construction Network attributed the decline to a single sector. The index, released September 8, tracks nonresidential building projects entering the planning stage, and it had climbed 6.9 percent in July on the strength of data center work. In August that engine idled while most other building types sped up.
The commercial component of the index dropped 3.0 percent for the month while the institutional component rose 4.9 percent. Sarah Martin, director of economic research at Dodge Construction Network, said weaker data center planning predominantly drove the flatter trend, while most other sectors saw an acceleration in planning momentum. Year over year the overall index is still up 4.2 percent, with commercial up 2.3 percent and institutional up 7.8 percent. Excluding data centers, commercial planning would be down 18.9 percent from a year ago, a measure of how much of that pipeline one building type now carries.
Thirty-one projects valued at 100 million dollars or more entered planning in August. The largest commercial entries were still data centers: two EdgeConneX facilities in Bastrop, Texas, at 462 million dollars each, a first-phase Bitdeer campus in Ohio at 378 million dollars, and a 358 million dollar project in Secaucus, New Jersey. The institutional side was led by three 350 million dollar projects in Virginia, including a Commonwealth Courts building and a sports resort. Office buildings, parking garages and hotels accelerated. Retail, warehouses and healthcare slowed.
Those are different jobs for an electrical contractor. Data center scope concentrates on medium-voltage distribution, switchgear lineups, uninterruptible power supplies and busway, generator paralleling and long commissioning tails, repeated across near-identical data halls. A courthouse, a school or a recreation center is branch circuit and feeder work, lighting control, fire alarm and life-safety interface, and far more coordination with other trades inside finished space. Crews built around repetition do not transfer automatically to buildings built around detail.
The hiring consequence sits more than a year out. The Dodge index is a three-month moving average and typically leads construction spending by 12 to 18 months, which puts August planning into 2027 and 2028 field work. Institutional and public projects also tend to be competitively bid by public agencies, which brings prevailing wage schedules, certified payroll and apprenticeship ratio requirements that private data center work does not always carry. Contractors whose recent growth came almost entirely from one sector have the most staffing to reweight, and electricians who have spent two years in data halls may find the next opening is in a school district or a county courthouse.
One soft month does not reverse a buildout. It does show what the planning pipeline looks like in a month when data centers are not carrying it alone.
