Texas Puts 300 Data Centers Through an Audit Before They Touch the Grid

ERCOT suspended its August 7 Batch Zero classification deadline and now aims to file audit results on roughly 300 large-load projects by December 10.

Texas has stopped moving data centers through its interconnection process and put an audit in front of it. On August 3, the Electric Reliability Council of Texas issued market notice M-A080326-01 suspending the August 7 date on which it was to notify service providers how large loads had been classified in its Batch Zero interconnection study. The notice cited a directive issued the same day by Gov. Greg Abbott instructing ERCOT and the Public Utility Commission of Texas to verify data center projects before advancing any of them toward a grid connection.

The size of the queue is the reason for the order. Abbott's August 3 letter put pending interconnection requests in ERCOT at roughly 474 gigawatts, which he noted is more than five times the state's record peak demand, with about 90 percent of the new requests coming from data centers. ERCOT's preliminary May 2026 forecast had peak demand more than quadrupling by 2032, and the grid operator has cautioned that the figure may be inflated by speculative projects that will never be built. The audit is an attempt to find out which requests are backed by real money.

The review asks each project for seven categories of information: state and local financial support such as tax abatements and grants, power supply arrangements, on-site generation resources, water consumption and sourcing, cooling technology, community-impact mitigation, and ownership and control. Roughly 300 data centers of 75 megawatts or larger are working through Batch Zero. ERCOT will also conduct community impact reviews for data centers and cryptocurrency facilities of 25 megawatts and above, a lower threshold that pulls in a class of projects that would otherwise have moved without that scrutiny.

The commission ratified the pause on August 20, granting ERCOT good-cause exceptions to the Batch Zero timelines set out in Planning Guide sections 5 and 9. Chad Seely, ERCOT's senior vice president of regulatory policy and general counsel, told the commission the goal is a December 10 filing of the audit results. ERCOT has also said it will not finish the Batch Zero study by its original April 9, 2027 deadline, and it has not set a replacement date.

None of this is improvised. It sits on Senate Bill 6, signed June 20, 2025, which built a standing interconnection regime for loads above 75 megawatts at a single site. Proposed commission rules under that law require proof of site control, study fees starting at $100,000, upfront security of $50,000 per megawatt at the intermediate agreement stage, a non-refundable interconnection fee of $50,000 per megawatt after the study, and payment of 100 percent of direct interconnection costs as contributions in aid of construction. Eighty percent of remaining security is forfeited if a project withdraws or misses milestones, and full refunds arrive only after five years of sustained operation at contracted demand.

For a commercial electrical contractor, the first consequence is scheduling. The electrical scope inside these campuses is not cancelled by an audit; it is pushed. Any contractor that built a 2027 staffing plan around a spring study result now has a hole where the mobilization date used to be, and the December 10 filing is the first hard checkpoint that will tell anyone when the studies restart. Backlog assumptions tied to Texas data center work should be rebuilt around that date rather than the old planning guide schedule.

The second consequence runs the other way and is more useful. Money at that scale acts as a filter. Fifty thousand dollars per megawatt of upfront security on a 300-megawatt campus is $15 million posted before a study is even complete, with 80 percent of what remains forfeited on withdrawal. Projects that clear those gates are financed projects. A shorter, verified queue is worth more to a contractor bidding labor than a long one full of announcements, because the survivors are the ones that turn into switchgear deliveries, conduit, and crews on site.

The third consequence is technical. SB 6 requires large-load customers to disclose on-site backup generation serving at least 50 percent of their demand, and it gives ERCOT authority to direct those customers to deploy that generation or curtail load during energy emergencies. That converts backup power from a contingency into a permanent, dispatchable part of the design. The work it creates is medium-voltage distribution, generator paralleling switchgear and controls, fuel systems, and load-shed schemes that have to operate correctly on a grid operator's instruction. It is scope that sits at the top of the commercial pay scale and rewards electricians comfortable with utility-interactive controls and NFPA 70E work practices around energized medium-voltage gear.

Texas is not moving alone. On June 18, the Federal Energy Regulatory Commission issued show cause orders to all six regional grid operators under section 206, giving each 60 days to defend or reform its rules for integrating large loads across five categories that include cost shifting, co-location, and flexible service. The regulatory question of who pays for and who controls a data center's connection is being answered on a compressed schedule in most of the country at once, and the answers will set where and when the electrical work lands.

For an electrician deciding whether to chase data center work in Texas, the practical read is that the pipeline is being verified, not shut off. The hiring calendar now runs off December 10 and whatever Batch Zero schedule follows it.
